[Visibility] changing Visibility to Public does not present Apply for Public optionn

As an admin, when changing a group's Visibility from hidden/protected to Public, either when clicking the Public radio button or after saving, I would expect to see the option to apply for permission to be in the public space. I'm not seeing that currently and I want to be able to advise groups on changing from hidden to public. Thanks!

Clare Politano, this is on staging for testing, and includes the change to make the 'be in public' request inside the app, instead of in a google form. Please check it out
