[Tracks] Stewards not seeing notifications when people take action within a track

WTR is expecting to get notis when people comment on a Track Action (or otherwise complete an Action). Is that not built?

hmm, right now we only send comment notifications for posts people are following. so they want all admins to be following all track actions i guess?
