WTR is expecting to get notis when people comment on a Track Action (or otherwise complete an Action). Is that not built?

Tibet Sprague this is from WTR: "Hey! We're wanting people who are enrolled in a track (not just admins) to get notified when there are conversations happening within the track. We are hoping to use the tracks as learning journeys to increase connection and shared learning. If the comments aren't popping up for people in their activity list, they will likely not be very engaged."

hmm, right now we only send comment notifications for posts people are following. so they want all admins to be following all track actions i guess?
