I was able to start the process to make Add a Submission to a funding round despite not having a role that was specified as able to make submissions.

Admittedly, I couldn't complete the submission, the post arrow didn't do anything. This gave the impression there was a bug rather than because I didn't have the necessary group role to proceed.

Perhaps shading out the '+Add Submission' button for those without necessary role permissions would be more intuitive?
