Just noticed this bell with the dash at the top. I get two different messages when I hover over it. I'll take screen shots of both. Having two different messages is odd.

im still not clear why this is confusing. maybe apps have "tooltips" that appear when you hover over something, to explain what that thing is/does. Then clicking on it may carry out an action

when hovering over it you see the tooltip explaining what it means. when clicking on it you have the option to change the notification settings. what is confusing about that?

It's a different action than I expected. I didn't know I'd get a different box for hovering vs clicking.
